Federal Contracts
Federal contracts are agreements in which the University agrees agree to perform specific duties for federal agencies. These contracts may be contracted by the Army, Navy, NASA, EPA, CDC, and other federal agencies such as the the Department of Health and Human Services. The University also receives subcontracts from other universities, state, local, and private entities that are federal award recipients who flow-through federal funds to the University.
CONTRACT GUIDELINES
Federal contracts are governed under:
- Federal Acquisition Regulations
- Office of Acquisition Management
- Applicable federal regulations and guidance (including OMB Circulars A-21 and A-81).
These contracts are much more restrictive in expenditures and rebudgeting than federal grants. Additionally, the contracting agency is more closely involved in the actual activities of the project. The agency will be in regular contact with the researcher and have deliverables expected at specified times.
The Contract for each agency is different and should always be the guide for contracts.
