I. POLICY AND GENERAL STATEMENT
The University of Texas Health Science Center at Houston ("University") advocates establishing relationships with academic, clinical, or training sites in foreign countries when the goal of such relationships is to promote the exchange of knowledge about health and medicine in other cultures; to educate oneself and one's colleagues and students; and/or to improve service for all University constituents. Memorandum of understanding and program agreements are the method the University uses to establish formal relationships of a continuing nature that support these goals. II. PROCEDURE
Memorandum of understanding and program agreements are formalized using standard contracts or forms provided by the Office of Legal Affairs. These agreements are not considered formal unless the terms of the agreements and the roles and responsibilities of each party are set forth in writing and authorized by each party. In addition, international memorandum or understanding and program agreements may have to be approved in advance by The University of Texas System.
